It is the ratio of reserves to the total volume of trade or external payments in the world. Financial liquidity refers to financial assets that can be used to settle transactions, with the most liquid asset being money. International liquidity therefore refers to financial assets that can be used for international settlements, but in a broader sense it also includes means of settlement for private trade transactions, and private short-term funds such as trade credits. In a narrower sense, it means settling an international balance of payments deficit, and is often used to refer to the external payment reserves (→ foreign exchange reserves) held by monetary authorities.
