National Bond Consolidation Fund Special Account

A special account established to cover expenses such as the redemption of principal and interest on government bonds, and issuance costs. The funds to be used for this fund are transferred from the general account or special accounts to the special account for the government bond consolidation fund every year. The funds to be used for redemption of government bonds are transferred from the general account or special accounts (fixed-rate transfer) to the special account for the government bond consolidation fund, (2) at least half of the surplus of the general account settlement from the year before last (surplus transfer), and (3) as necessary, through budgetary measures (budget transfer). In principle, the funds of the government bond consolidation fund can only be used to hold government bonds or to lend to the fund management department, but exceptionally, they can be used to cover revenue shortfalls. Since fiscal 1982 (Showa 57), there have been large fiscal deficits, so fixed-rate transfers have not been made and instead the funds have been used to cover revenue shortfalls.

Since 1998, the special tobacco tax has been the designated source of revenue for this account. In 2007, the government implemented measures to streamline operations and significantly reduce administrative costs.

国債の元金償還金および利子支払い、発行諸経費などの費用をまかなうために設置されている特別会計。この国債整理基金にあてるべき資金は、一般会計または特別会計より国債整理基金特別会計に毎年度繰り入れられている。国債の償還財源の繰入れについては、(1)前年度の4月1日における国債総額の100分の1.6に相当する金額を一般会計または特別会計から繰り入れる（定率繰入れ）とともに、(2)前々年度一般会計決算剰余金の2分の1以上の繰入れ（剰余金繰入れ）を行うほか、(3)必要に応じて予算措置による繰入れ（予算繰入れ）を行うことになっている。国債整理基金の資金は、原則として、国債を保有するか、資金運用部への貸付にしか使えないが、例外的に歳入欠陥の補填(ほてん)に使うことができる。1982年度（昭和57）以降は大幅な財政赤字が出ているため、定率繰入れは行われず、逆に歳入補填に使われている。

　1998年（平成10）以降、たばこ特別税の税収が、この会計の特定財源とされている。また2007年には、業務運営の効率化と大幅な事務費の削減が行われている。
