Insurance can be broadly divided into public and private insurance depending on whether it is based on a public purpose or not. In other words, insurance operated as a means of realizing the social and economic policies of the nation or other public organizations is public insurance, while all other insurance is private. Public insurance is also called policy insurance, and is further broadly divided into social insurance and economic policy insurance. Social insurance is insurance implemented from a social policy perspective, and includes health insurance (union-managed health insurance and government-managed health insurance), national health insurance, employees' pension insurance, workers' accident compensation insurance, and employment insurance.

保険を公共的な目的に基づくものであるか否かにより分類すると，公保険と私保険に大別される。すなわち，国，その他公共団体の社会政策，経済政策など政策実現の手段として営まれる保険が公保険，それ以外のものが私保険と分類される。公保険は政策保険ともいわれ，さらに社会保険と経済政策保険に大別される。社会保険は，社会政策的見地から実施される保険で，健康保険(組合管掌健康保険および政府管掌健康保険)，国民健康保険，厚生年金保険，労災保険，雇用保険などがある。
