Born on April 9, 1776. Son of Ito Sukeyoshi. At the age of 10 in 1788, he became the 10th head of the Ito clan, lord of Obi Domain in Hyuga (Miyazaki Prefecture). He established the Tree Planting Office to plant Obi cedar trees, introduced the "three parts, one law" system of one government, two citizens, and laid the foundations for forest management and relief measures for farmers.
