Cairo Conference - Cairo Conference (English)
Two conferences held in Cairo, Egypt by the leaders of the Allied powers during World War II, with the main topics being strategic policy in Asia and policy for dealing with Japan. (1) First Conference: November 22-27, 1943, held among the three leaders: President F. Roosevelt (USA), Prime Minister W. Churchill (UK), and Generalissimo Chiang Kai-shek (Republic of China). In terms of political issues, they discussed cooperation in the war against Japan, and decided on the basic policy of the Allied powers regarding the Japanese territorial issue, which was announced as the Cairo Declaration. In terms of military issues, Roosevelt and Chiang Kai-shek, who placed importance on the Burma operation, proposed a new operation in Burma (now Myanmar) by the armies of the US, Britain, and China, but Churchill opposed sending British landing craft to the Andaman Islands, and no decision was made. In response to the American plan to give absolute priority to the invasion of northern France, Churchill proposed allocating 40 percent of the total military forces to Italy and the eastern Mediterranean, and no conclusion was reached. (2) The Second Conference, held between Roosevelt and Churchill from December 2 to 7, 1943, ultimately decided to give priority to the Allied invasion of northern and southern France, to abandon the Burma operation, including the Andaman Islands, and to limit the amount of material aid to the Chongqing government to increased airlifts over the Himalayas.

第2次世界大戦中連合国の首脳が,アジアでの戦略方針および対日処理方針を主要な議題として,エジプトのカイロで開いた2回の会議。 (1) 第1次会談  1943年 11月 22~27日 F.ルーズベルト大統領 (アメリカ) ,W.チャーチル首相 (イギリス) ,蒋介石総統 (中華民国) の3首脳間で開催。政治問題では,対日戦の協力について協議したうえ,日本の領土問題について連合国の基本方針を決め,カイロ宣言として発表した。軍事問題では,ビルマ作戦を重視するルーズベルトと蒋介石からアメリカ,イギリス,中国3国軍によるビルマ (現ミャンマー) への新作戦に関する提案が行われたが,チャーチルはイギリス軍上陸用舟艇のアンダマン諸島への回送に反対し,決定にいたらなかった。また,北フランス侵攻を絶対的に優先させようとするアメリカの構想に対し,チャーチルはイタリアと東部地中海へも全兵力の4割をさくよう提案し,結論は出なかった。 (2) 第2次会談 同 43年 12月2~7日ルーズベルトとチャーチルの間で開かれ,連合軍の北フランス,南フランス上陸作戦を優先させ,アンダマン諸島を含むビルマ作戦を放棄して,重慶政府に対してはヒマラヤ越えの空輸による物資援助を増大するにとどめることを最終的に決定した。
