Japan's first national art school was established in 1876 within the Engineering Department of the Ministry of Public Works for the purpose of technical education in painting and sculpture. The process of its establishment began in April of the previous year when Minister of Public Works Ito Hirobumi proposed to Prime Minister Sanjo Sanetomi that one teacher each of painting, architecture, and sculpture be invited from Italy, and this was approved in May. The invitation of Italian teachers was based on the strong recommendation of Count Alessandro Fe, the Japanese envoy to Japan at the time. As a result of the selection process, it was decided that painter Fontanesi, sculptor Ragusa, and architect Cappelletti would come to Japan, and they signed three-year employment contracts in Rome and arrived in August of the following year.
