Japan's first national art school was established in 1876 within the Engineering Department of the Ministry of Public Works for the purpose of technical education in painting and sculpture. The process of its establishment began in April of the previous year when Minister of Public Works Ito Hirobumi proposed to Prime Minister Sanjo Sanetomi that one teacher each of painting, architecture, and sculpture be invited from Italy, and this was approved in May. The invitation of Italian teachers was based on the strong recommendation of Count Alessandro Fe, the Japanese envoy to Japan at the time. As a result of the selection process, it was decided that painter Fontanesi, sculptor Ragusa, and architect Cappelletti would come to Japan, and they signed three-year employment contracts in Rome and arrived in August of the following year. 1876年,絵画,彫刻の技術教育を目的に工部省工学寮内に設けられた日本最初の官立美術学校。創立の経過は,まず前年4月工部卿伊藤博文から太政大臣三条実美へ画学,造家,彫刻に関する教師各1名をイタリアから招聘(しようへい)したい旨の具申があり,5月に許可された。イタリア人教師の招聘は,当時の駐日公使アレッサンドロ・フェ伯の強い建言によっている。選考の結果,画家フォンタネージ,彫刻家ラグーザ,建築家カペレッティの3名の来日が決定,ローマで各3ヵ年の雇用契約を結び翌76年8月到着した。
