It is a five-year institution of higher education with junior high school graduation as the admission qualification. The purpose of the education is "to teach specialized arts and sciences in depth and to develop the skills necessary for a career" (Article 115 of the School Education Law). This school was established in 1962 (Showa 37), and the purpose of its establishment was to train mid-career industrial engineers in line with the high economic growth policy at the time. This also opened up another new path for those who wished to proceed to higher education after completing compulsory education in the school system. Initially, it was intended to have industrial departments, but from 1967, schools focusing on departments related to merchant marine were also established. The curriculum is based on a school year system, and a consistent education is provided over a period of five years (five years and six months for departments related to merchant marine). According to the 2011 School Basic Survey (Ministry of Education, Culture, Sports, Science and Technology), there are 57 colleges of technology across the country (51 national, 3 public, and 3 private), with a total enrollment of 59,220 students. The most common department is mechanical engineering, with 44 schools, followed by electronic control engineering and applied engineering, both with 21 schools. There are departments of maritime science in five schools. Furthermore, universities of technology with graduate school master's programs have been established since 1976 (Showa 51) as higher education institutions connected to colleges of technology (two schools as of 2012).
