...During this period, the centralized system of the empire weakened, and local influential groups arose in various regions, eliminating the influence of local officials sent by the central government. They were called different names depending on the region; for example, in Egypt they were called Mamluks, in Algeria, Tunisia, and Libya they were called Dayı, and in Syria, Anatolia, and the Balkans they were called 'Ayans. Their economic base was all based on land ownership and the right to collect taxes (Irtizam).
