The name of an area in eastern Tokyo. In the past, the urbanized area east of the Sumida River was loosely called the Koto district, but when the 23-ward system was implemented in 1947, the wards of Fukagawa and Joto were merged to form Koto Ward, and now many people use the name synonymously with Koto Ward. In any case, it refers to the low-lying marshland east of the mouth of the Sumida River. Urbanization has progressed here since the Edo period, and town houses with many waterways and ponds can be seen widely from Ryogoku to Kiba. Large daimyo residences were also built in various places. After the Meiji period, the area developed into an industrial district, and the living environment deteriorated.
