Toko Fujita expanded and annotated the contents of the Kodokan-ki by order of Tokugawa Nariaki, the feudal lord. The Kodokan-ki is a statement of purpose that Nariaki ordered Toko to draft in order to indicate the educational policy of the Mito domain school Kodokan when it was opened. He solicited opinions from Aoyama Enyu, Aizawa Yasu, Sato Issai, and others, and published it in Nariaki's name in 1838. The Kodokan-ki asserts that "the unity of Shinto and Confucianism, the commonality of literature and martial arts, and the effectiveness of academic endeavors are no less than that of other schools," and summarizes the spirit of Mitogaku in Nariaki's time. Toko received orders to draft the book on November 11, 1845, and completed it on the last day of the New Year the following year. He received comments from Toyoda Tenko, Aoyama Nobumitsu, Kunitomo Zen'an, and Ishikawa Tetsujiro, and revised it, completing the final version, "The Great Way of Sacredness," in 1849. It consists of two volumes, the first of which describes the origins and traditions of the Tao in Japan, while the second volume is intended to manifest the Tao in reality. Toko poured his life's energy into this work, and as a representative work of the Mito domain's Sonno Joi theory, it had a great influence on thought in the late Edo and Meiji periods.

『弘道館記』の内容を藤田東湖が,藩主徳川斉昭の命により敷延,注釈したもの。『弘道館記』とは,水戸藩校弘道館の開校に際し,その教育方針を示すため,藩主斉昭が東湖に起草を命じ,青山延于,会沢安,佐藤一斎らの意見を徴し,天保9 (1838) 年斉昭の名で公にした趣意書。『弘道館記』は「神儒一致,文武不岐,学問事業不殊其効」を主張し,斉昭時代の水戸学の精神を要約的に示している。東湖は起草の内命を受けて,弘化2 (45) 年 11月 11日起稿し,翌年正月晦日成稿,豊田天功,青山延光,国友善庵,石河鉄次郎の評を得て訂正し,嘉永2 (49) 年「神聖の大道」である定稿を得た。上下2巻から成り,上巻は主として日本の道の淵源と道統を述べ,下巻は現実における道の顕現を意図したもの。東湖が畢生の力を注いだもので,水戸藩の尊王攘夷論の代表的著作として,幕末,明治期の思想に大きな影響を与えた。
