Burden of national debt

When government expenditures are funded by government bonds rather than taxes, at what point does the burden arise? This debate over the "burden of government bonds" has long been one of the major points of contention in economics. From the most naive standpoint, it is argued that the burden arises at the point when government expenditures are required for interest payments and redemption. In other words, national debt, like the debts of households and businesses, has the effect of postponing the burden to later years. However, as long as government bonds are domestic bonds, it is the people who bear the interest payments and redemption, so it cannot be said that a burden arises from the perspective of the country as a whole at that point.

財政支出を租税ではなく公債によって賄った場合，その負担はどの時点で生ずるか，というのが〈公債の負担〉に関する議論であり，古くから経済学の大きな論争点の一つであった。　最も素朴な立場からすれば，利子支払や償還の際に財政支出が必要とされるから，その時点に負担が発生すると主張される。つまり，国の債務も，家計や企業の債務と同じく，負担を後年度に延期する効果をもつというのである。しかし，公債が内国債である限り，利子支払や償還を受けるのは国民であるから，国全体としてみれば，その時点で負担が生じているとはいえない。
