Prime Minister of the Sui Dynasty in China. He claimed to be a descendant of the Gao clan, a noble family from the prefecture of Bohai, but this is doubtful, and some say he was from Goguryeo. After serving the Northern Dynasties for generations, Gao Xi gained the trust of Yang Jian (Emperor Wen of Sui) and became the Left Minister of the Secretariat and Counselor. During the subjugation of the Chen Dynasty, he led all operations and achieved the unification of the Sui dynasty. He was a man of practical skill and fairness, and showed a new image of a government official that differed from the traditional aristocratic families. His efforts led to the birth of the Kaihuang reign (581-600), but he later fell out of favor with Emperor Wen, and was killed by Emperor Yang for slandering the court government. Gao Biaoren, a Tang envoy who came to Japan in 632 (the 4th year of the reign of Emperor Wen), is thought to have been his third son.

中国，隋の宰相。渤海郡県の名族高氏を自称するが疑わしく，高句麗人説もある。代々北朝に仕え，高熲は楊堅(隋文帝)の信任を得て尚書左僕射兼納言となった。陳朝平定には全作戦を指揮して隋の天下統一を実現させた。実務に明るく公正な人柄で，従来の門閥貴族と異なる新官人像を示す。その努力によって開皇の治(581‐600)を生んだが，のち文帝に疎まれ，ついで朝政誹謗のかどで煬帝（ようだい）に殺された。632年(舒明4)に来日した唐使高表仁はその第3子と思われる。
