Transportation businesses run by local governments. For example, as of September 1997, nine cities (the six major cities plus Sapporo, Sendai, and Fukuoka) operated subways, and three cities (Hakodate, Kumamoto, and Kagoshima) operated streetcars (Tokyo and Sapporo operated both). In fiscal 1994, these rail-based public transportation services carried 2.7 billion passengers, accounting for 12% of the total number of passengers carried by railways in the country, including JR. In addition, 56 prefectures, cities, towns, and villages operated buses, and in fiscal 1993, public buses carried 1.7 billion passengers, accounting for 28% of the total number of passengers carried by buses in the country.
