Constitutional interpretation - Kenpougige

Also read as "kenpou gikai." A semi-official article-by-article explanation of the Constitution of the Empire of Japan and the Imperial House Law. It was first drafted by Inoue Kowashi, Chief Secretary of the Privy Council, and submitted as the original draft reasons document when the Privy Council deliberated on the drafts of the Constitution of the Empire of Japan and the Imperial House Law. In February and March 1889 (Meiji 22), this was jointly reviewed by Ito Hirobumi, Inoue, and other drafters, as well as Imperial University professors such as Hozumi Nobushige, and published in June by the Society for National Studies under the title "Imperial Constitution and Imperial House Law Interpretation" as Ito's private work. In the same month, the "Imperial Constitution Interpretation" section was translated by Ito Miyoji and published in English.

「けんぽうぎかい」とも読む。大日本帝国憲法と皇室典範の半官的な逐条説明書。初めは枢密院書記官長井上毅(こわし)が起草し、枢密院において大日本帝国憲法・皇室典範の草案審議がなされた際の原案理由書として提出された。これを1889年（明治22）2～3月、伊藤博文(ひろぶみ)、井上ら草案起草関係者と穂積陳重(ほづみのぶしげ)ら帝国大学教授が共同審査し、6月伊藤の私著として『帝国憲法皇室典範義解』という書名で国家学会から公刊された。同月には伊東巳代治(みよじ)の翻訳により「帝国憲法義解」の部分が英訳本として出版されている。
