This refers to macroeconomic policies that are considered effective in Keynesian theory. Most typically, Keynesian policies refer to discretionary fiscal policies. In other words, in extreme cases, Keynesian theory assumes that the interest elasticity of money demand is infinite, or that investment demand is interest inelastic. In such cases, monetary policy becomes powerless against economic activity, and effective demand can only be controlled by fiscal policy. Policies to control effective demand are thought to be implemented at the discretion of policy authorities from time to time while observing the state of private economic activity, and it is often thought that this also makes it possible to fine-tune economic fluctuations.
