This refers to macroeconomic policies that are considered effective in Keynesian theory. Most typically, Keynesian policies refer to discretionary fiscal policies. In other words, in extreme cases, Keynesian theory assumes that the interest elasticity of money demand is infinite, or that investment demand is interest inelastic. In such cases, monetary policy becomes powerless against economic activity, and effective demand can only be controlled by fiscal policy. Policies to control effective demand are thought to be implemented at the discretion of policy authorities from time to time while observing the state of private economic activity, and it is often thought that this also makes it possible to fine-tune economic fluctuations. ケインズ理論において有効性をもつとされているマクロ経済政策をいう。最も典型的には,ケインズ政策とはフィスカル・ポリシーを裁量的に行う政策を指す。すなわち,ケインズ理論においては,極端な場合,貨幣需要の利子弾力性が無限大,あるいは投資需要の利子非弾力性が想定されることがあり,このときには金融政策は経済活動に対して無力となり,財政政策によって初めて有効需要がコントロールできることとなる。有効需要をコントロールする政策は,民間経済活動の状況をみながら,そのときどきに政策当局が裁量によって発動すると考えられていて,これによって経済変動の微調整fine tuningも可能であると考えられる場合が多い。
