Abe Moritaro Assassination Case

This was an incident in which Abe Shutaro, Director-General of the Political Affairs Bureau of the Ministry of Foreign Affairs, was assassinated by a hard-liner on China in 1913. Abe Shutaro was appointed Director-General of the Political Affairs Bureau in 1912 after serving in China for over four years. His policy was to eliminate territorial ambitions in Manchuria and Mongolia, to work to expand economic interests in China, and to eliminate the Army's interference in diplomacy and achieve a unified diplomacy under the Ministry of Foreign Affairs. However, during the Second Chinese Revolution in the summer of the following year, due in part to the Army's machinations, there were clashes between Japan and China, including the Yanzhou Incident, the Hankou Incident, and the Nanjing Incident, and criticism of the government's weak response grew among the Army, opposition parties, and continental ronin.

外務省政務局長阿部守太郎が1913年対中国強硬論者に暗殺された事件。阿部守太郎は清国在勤4年余をへて，1912年政務局長に就任。その政策は，満蒙への領土的野心を排し，中国での経済的利権の拡張につとめること，また陸軍の外交干渉を排して外務省による外交一元化を実現しようとするものであった。しかし翌13年夏の中国第二革命に際しては，陸軍の策謀もあって兗州（えんしゆう）事件，漢口事件，南京事件など日中衝突事件が発生し，政府の処置が軟弱であるとの批難が陸軍，野党，大陸浪人の間に高まった。
