...The 10th-11th century jurist Mawardi listed eight duties of the amir as governor: (1) organizing the army and paying its wages, (2) appointing qadis (judges), (3) collecting the taxes of haraj and sadaqah, (4) defending Islam, (5) imposing punishments, (6) leading the Friday congregational prayer, (7) protecting pilgrims to Mecca, and (8) waging jihad (holy war). Of these, the seventh duty is sometimes called the amir hajj (amir of pilgrimage). In addition to these, the amir was also involved in the construction of public facilities such as mosques, bridges, canals, and roads, appointing police chiefs and maintaining order, organizing the post office, and minting silver coins. ...
