He was a skilled politician, and planned the construction of museums around the country, including the reconstruction of the Imperial Museum (now the Tokyo National Museum) after the earthquake, as well as the establishment of the Institute for Ancient Japanese Culture. He served as an adviser to the Korean History Editing Society and supervised the compilation of many prefectural histories. In 1936 (Showa 11), at the age of 62, he suffered a cerebral hemorrhage and became ill. In his prime, he supported the activities of the Esperanto Society, and was later awarded its first commemorative medal. He made sure that the society did not suffer financial difficulties even during his own overseas trips, and provided royalties from the first edition of his famous book, "A Study of National History" (1908). He passed away on December 21, 1946.
