A Nara period official of immigrant descent. He was also known as Baekje King Keifuk, and can also be read as "Kyoufuk." His father was Soson Rougu, the great-grandson of Baekje King Giji. In 738 he was Mutsu no Suke, and later became Mutsu no Kami, and was involved in managing the Tohoku region. In 749, the first gold was produced in Japan in Oda County, Mutsu Province, and Keifuk donated 900 ryo of gold as a lacquer fee for the cast Great Buddha. He was said to have been a dissolute and unrestrained person, and was capable of politics. His highest official position was Jusanmigyōbukyo (Junior Third Rank). 奈良時代の渡来(とらい)系官人。百済王(くだらのこきし)敬福ともいい,〈きょうふく〉とも読む。父は百済の義慈(ぎじ)王の曾孫(そうそん)郎虞(ろうぐ)。738年には陸奥介(むつのすけ)でのち陸奥守となり東北経営に従事した。749年陸奥国小田郡で国内初めての金を産出,敬福は鋳造なった大仏の塗金料として黄金900両を献じた。性放縦(ほうしょう)にしてこだわらず政治の量を備えたという。極官は従三位刑部卿(じゅさんみぎょうぶきょう)。
