Born on July 25, 1874. Younger brother of Kuzuo Tosuke. Organized the Black Dragon Society with Uchida Ryohei and others in 1901. Traveled to China to support revolutionaries during the Xinhai Revolution. Participated in the formation of the Great Japan Productive Party in 1931. Became director of the Black Dragon Society after Uchida's death in 1937. Died on February 3, 1958. Age 83. Born in Chiba Prefecture.
