The declaration, adopted at the 3rd All-Russian Congress of Workers', Soldiers' and Peasants' Soviets on January 31, 1918, outlined the basic principles for the existence of the Russian Soviet Republic and its mission. It also served as a platform for the policies implemented by the Soviet government after the October Revolution. The declaration stipulated that Russia was a republic of workers', soldiers' and peasants' Soviets, that all power belonged to the Soviets, and that the republic was to be established as a federation based on the "free union of free nations." It also stated that the mission of the new government was to further the domestic and foreign policies implemented by the Soviet government, such as abolishing the exploitation of man by man, striving for the victory of socialism, socializing land, nationalizing banks, and pursuing a peace without annexations or reparations based on the principle of national self-determination.

1918年1月31日の第3回全ロシア労働者･兵士･農民ソビエト大会で採択された，ロシア･ソビエト共和国存立の基本的原理とその任務を明らかにした宣言。十月革命後，ソビエト政府によって進められた諸政策を認める活動綱領としての意味をももつ。宣言では，ロシアが労兵農ソビエトの共和国であり，全権力がソビエトに属すること，同共和国は〈自由な民族の自由な同盟を基礎〉とした連邦として樹立されることが明文化された。また新政権の任務を，人間による人間の搾取を廃止し，社会主義の勝利をめざすこと，土地の社会化や銀行の国有化，民族自決にもとづく無併合･無賠償の講和の追求といった，ソビエト政権が進めてきた内外政策をさらに進めることにあるとしている。
