Under the wartime system, labor was forcibly mobilized by law and orders, regardless of the individual's will. Based on the National Mobilization Law, the Order for Declaration of Occupational Ability and the Order for Prevention of Transfer of Employees were issued in 1939 to secure a labor force. After the outbreak of the Pacific War, labor shortages became even more severe, and students (student labor mobilization) and women (Women's Patriotic Labor Corps, Women's Volunteer Corps, etc.) were conscripted without pay and mobilized to work in the munitions industry. As labor shortages were still not sufficient, many Koreans and Chinese were "forcibly taken" to work in coal mines and other mines.

戦時体制下，法律・命令によって，本人の意思にかかわらず強制的に労働力を動員した。国家総動員法に基づき，労働力確保のため1939年には職業能力申告令，従業者移動防止令を出した。太平洋戦争開戦後，労働力不足が一層深刻化し，学生・生徒（学徒勤労動員）や女子（〈女子勤労報国隊〉〈女子挺身隊〉など）を無報酬で徴用し，軍需産業に動員した。それでも不足したため多くの朝鮮人・中国人を〈強制連行〉して，炭坑や鉱山で働かせた。
