Financial System Research Council

Based on the Financial System Research Council Establishment Act enacted in 1956, this research council was established as an organization attached to the Ministry of Finance to investigate and deliberate important matters related to the improvement of the financial system. After being replaced by the Financial Reconstruction Commission in 1998, it was succeeded by the Financial System Council in 2001 following the reorganization of government ministries and agencies. When it was under the jurisdiction of the Ministry of Finance, it investigated and deliberated important matters related to the improvement of the financial system in response to inquiries from the Minister of Finance, and made recommendations by submitting a report to the Minister of Finance on matters deemed necessary. The research council was composed of up to 20 members, and the chairman was selected by mutual election. The members were appointed by the Minister of Finance from among those with deep knowledge and experience in finance or industry, and those with academic and practical experience. In addition, the Minister of Finance appointed temporary members who had deep knowledge and experience in the special matter in question on each occasion. Even before this system, financial system research councils had been established frequently since 1926, and played an important role in improving the financial system.

1956年（昭和31）施行の金融制度調査会設置法に基づいて、金融制度の改善に関する重要事項を調査審議するために大蔵省に付属する機関として設置された調査会。1998年（平成10）金融再生委員会を経て、2001年省庁再編に伴い、金融審議会に引き継がれた。大蔵省所管当時は、大蔵大臣の諮問に応じて、金融制度の改善に関する重要事項を調査審議し、これに関し必要と認められる事項について大蔵大臣に答申を提出することによって建議されていた。調査会は、委員20名以内で構成され、その互選によって会長が決められた。委員は、金融または産業に関して深い知識と経験を有する者および学識経験のある者のなかから大蔵大臣が任命した。また、当該特別事項に関して深い知識と経験を有する臨時委員をそのつど大蔵大臣が任命した。なお、この制度以前にも、1926年（大正15）以降、金融制度に関する調査会がたびたびつくられ、金融制度の改善に重要な役割を果たしてきた。
