An old town in Koka District, at the southern tip of Shiga Prefecture. The central settlement is along the Soma River, a tributary of the Yasu River, and the Kusatsu Line runs through it. Rice and dairy farming were the main agricultural industries in the area, but in recent years housing development has progressed and factories have been established here. In October 2004, it merged with the towns of Minakuchi, Tsuchiyama, Koka, and Shigaraki in Koka District to form Koka City. 49.65 km2 . Population: 20,334 (2003). 滋賀県南端，甲賀(こうか)郡の旧町。野洲(やす)川の支流杣(そま)川に沿って中心集落があり草津線が通じる。米作と酪農を中心とした農業を行ってきたが，近年は宅地開発が進み，工場も立地している。2004年10月甲賀郡水口町，土山町，甲賀町，信楽町と合併し，甲賀市となる。49.65km2。２万334人（2003）。
