Emergency Decree - Kinkyuu Chokuri

Japanese: 緊急勅令 - きんきゅうちょくれい

It is one of the powers of the Emperor recognized in the Constitution of the Empire of Japan, which the Emperor issued "in lieu of law" "due to urgent necessity to maintain public safety or avert disaster" and "in the event of the Imperial Diet being closed" (Article 8, paragraph 1). However, since it was of emergency effect, it had to be submitted to the Diet at the opening of the next Diet session and its consent had to be sought (paragraph 2). If the Diet did not consent to it, it was stipulated that it would lose its effect in the future (same paragraph). The current Constitution, of course, does not recognize the Emperor's emergency imperial ordinance power.

大日本帝国憲法で認められた天皇の権能の一つで，天皇が「公共ノ安全ヲ保持シ又ハ其ノ災厄ヲ避クル為緊急ノ必要ニ由リ」「帝国議会閉会ノ場合ニ」「法律ニ代ル」ものとして発したもの (8条1項) 。ただし，その効力は緊急のものであるから，次の議会の開会に際し，議会に提出しその承諾を求めることを要した (2項) 。もし，議会がこれを承諾しないときは，将来に向って効力を失うものと定められていた (同項) 。現行憲法はもちろん天皇の緊急勅令権能を認めていない。
