When the House of Representatives is dissolved, the House of Councillors is closed, but in times of national emergency, the Cabinet may call for the House of Councillors to convene an emergency session. This is called an emergency session (Article 54 of the Constitution). Because it is an emergency, irregular session convened out of necessity, the consent of the House of Representatives must be obtained within ten days after the next Diet session opens. If consent is not obtained, measures taken in an emergency session will become void (Article 54, Clause 3 of the Constitution). Emergency sessions have been convened twice since the Constitution of Japan came into force (in 1952 and 1953), but both were not for emergencies but were convened due to the need to implement and enforce laws and the budget.
