...The old Opium Law (promulgated in 1897) also established a monopoly on opium, limiting its sale to medical professionals. On the other hand, for narcotics other than opium, the "Regulations on the Control of Morphine, Cocaine and Their Salts" (1920 Ministry of the Interior Ordinance) was enacted based on the Opium Convention concluded in The Hague in 1912, making the import and export of morphine and other drugs a licensed system, and their manufacture for the purpose of transfer a notification system. Subsequently, based on the Second Opium Convention and its Protocol signed in Geneva in 1925, the above Ministry of the Interior Ordinance was abolished and the old Narcotics Control Regulations (1930 Ministry of the Interior Ordinance) were enacted, making the manufacture of important narcotics such as morphine, diacetylmorphine, and cocaine a licensed system, and establishing procedures for the transfer of narcotics. ...
