A feudal lord from the Azuchi-Momoyama to early Edo periods. The eldest son of Takayoshi. During his childhood, he lived as a hostage because the Kyogoku clan was under the control of the Azai clan, but after the downfall of the Azai clan in 1573 (Tensho 1), he served Oda Nobunaga and was given 5,000 koku. In 1582 (Tensho 10), during the Honnoji Incident, he supported Akechi Mitsuhide and was pursued by Hashiba (Toyotomi) Hideyoshi, and sought refuge with Shibata Katsuie in Echizen, and then Takeda Motoaki in Wakasa. Katsuie and Genaki were killed by Hideyoshi, but Takatsugu was pardoned because Hideyoshi took Genaki's wife, Matsumaru-dono, as his concubine, and in 1584 (Tensho 12) he was given 2,500 koku in Takashima County, Omi. He subsequently served in Hideyoshi's Kyushu Conquest (1587), Odawara Conquest (1590), and Bunroku Invasion (1592-93), and in 1595 was awarded an additional stipend of 60,000 koku in Omi Otsu. After Hideyoshi's death, he joined Tokugawa Ieyasu and barricaded himself in Otsu Castle during the Battle of Sekigahara. As a result of his service, he was awarded 85,000 koku in Wakasa Obama, which was increased the following year to 92,000 koku. His mother was Kyogoku Maria, who was baptized in Organtino, and Takatsugu is said to have become a believer in his later years. His wife, Hatsu, was Yododono's younger sister. He died in Obama on May 3, 1604. His posthumous name was Taiun-in-dono Tetsumune Dokan.
