The Tokyo Educational Association was founded in 1878 and is considered to be the first such organization. It is a private organization consisting mainly of teachers and educators, and has since spread throughout the country. In addition to prefectures, counties, cities, towns, and villages, national organizations such as the Teikoku Educational Association have also been established. In addition to teacher training, research projects, magazine publications, and social education activities, they also make reports and recommendations on educational policies. They have also spread overseas, and there are international organizations.
