Compulsory Education Expenses National Treasury Subsidy Law
Law No. 303 of 1952. Based on the principle of free compulsory education, the purpose of this law is "to ensure equal opportunities for education and to maintain and improve the standard of education by having the national government bear the necessary expenses." The main content of this law is that the national government will bear half of the salaries of teachers at public compulsory education schools, and also stipulates that the national treasury will bear the cost of teaching materials, which is now covered by local allocation tax. Historically, the 1918 National Treasury Burden of Municipal Compulsory Education Expenses Law stipulated that the national treasury would bear part of the salaries of teachers at municipal elementary schools, and the 1960 National Treasury Burden of Compulsory Education Expenses Law transferred the salaries and travel expenses of teachers at municipal elementary schools from the municipalities to the prefectures, and stipulated that half of these would be borne by the national treasury. The national treasury burden for teaching materials expenses is a new addition.

昭和 27年法律 303号。義務教育無償の原則に基づき,「国が必要な経費を負担することにより,教育の機会均等とその水準の維持向上とを図ること」を目的としている。おもな内容は,公立義務教育諸学校の教職員給与費の2分の1を国が負担することを定めたものであり,そのほか教材費の国庫負担についても定めているが,今日では地方交付税により行われている。歴史的には,1918年の市町村義務教育費国庫負担法により市町村立尋常小学校教員の俸給の一部国庫負担が定められ,40年の義務教育費国庫負担法により市町村立尋常小学校教員の俸給および旅費が市町村から道府県の負担に移され,その半額国庫負担が定められていた。教材費の国庫負担は新しく加えられたものである。
