Basic balance

Japanese: 基礎収支 - きそしゅうし（英語表記）basic balance

It refers to the sum of the current account balance and the long-term capital account in the balance of payments. Compared to the short-term capital balance, the long-term capital account is stable over the long term, and the inflow of long-term capital is considered to be positive for a country's growth, so the sum of the current account balance and the long-term capital account is an indicator of a country's international settlement ability. However, under a floating exchange rate system, the market determines whether or not a country has the ability to settle, and this is reflected in the exchange rate, and in recent years it has become impossible to distinguish between the long-term and short-term capital accounts, so the meaning of the basic balance has become weaker.

国際収支のなかの経常収支と長期資本収支を合計したものをいう。短期資本収支に対して，長期資本収支は長期的に安定しており，長期資本の流入は一国の成長にとってもプラスであると考えられることから，経常収支と長期資本収支の合計は，一国の国際決済能力の目安となる。しかし，変動相場制のもとでは，決済能力の有無は市場が判断して，それが為替レートに反映されてしまうこと，近年では長期資本収支と短期資本収支の区別が不可能になってきていることなどから，基礎収支のもつ意味は薄れてきている。
