This refers to a type of unemployment that occurs only during a specific season. It occurs when the operating rate drops during the off-season in industries that are restricted by seasonal natural conditions (agricultural product processing, construction, etc.) or industries that are seasonally influenced by social customs (fireworks, Christmas goods manufacturing, etc.). Not all industries that are restricted by seasons experience seasonal unemployment, and in cases where the capital scale is large, it is possible to alleviate the restrictions by diversifying operations. In order to prevent seasonal unemployment and promote year-round employment, year-round employment subsidies are provided to employers as part of employment stabilization projects based on the Employment Insurance Act (Act No. 116 of 1974).
