Seasonal unemployment

This refers to a type of unemployment that occurs only during a specific season. It occurs when the operating rate drops during the off-season in industries that are restricted by seasonal natural conditions (agricultural product processing, construction, etc.) or industries that are seasonally influenced by social customs (fireworks, Christmas goods manufacturing, etc.). Not all industries that are restricted by seasons experience seasonal unemployment, and in cases where the capital scale is large, it is possible to alleviate the restrictions by diversifying operations. In order to prevent seasonal unemployment and promote year-round employment, year-round employment subsidies are provided to employers as part of employment stabilization projects based on the Employment Insurance Act (Act No. 116 of 1974).

特定の季節に限って発生する失業の形態をいう。季節の自然的条件によって制約を受ける産業（農産物加工、建設業など）または社会生活上の慣習から季節的影響を受ける産業（花火、クリスマス用品の製造など）において閑散期に操業度が低下した場合に発生する。季節的な制約を受ける産業すべてで季節的失業が発生するわけではなく、資本規模が大きい場合は多角経営を行うことによってその制約を緩和することが可能である。季節的失業を防止し通年雇用化を促進する目的で、雇用保険法（昭和49年法律第116号）に基づく雇用安定事業のなかに事業主に対する通年雇用奨励金が設けられている。
