...This is a phenomenon in which the permanent population (nighttime population) in the center of a city decreases while the surrounding areas experience a notable population increase. It is commonly referred to as this phenomenon because the distribution of population increases and decreases resembles a doughnut. It is also called the hollowing out of urban centers. The population of the entire Tokyo wards and Osaka City is decreasing, but in recent years, population decreases and hollowing out of the center of mid-sized cities have also been observed.
