A facility that supports the community life of adults with disabilities, including employment. It is called various names such as small-scale vocational training centers, welfare workshops, and vocational training centers. Its purpose is to protect the rights of people with disabilities to work, live culturally, and participate in social activities, regardless of the type of disability. Since it is a non-statutory business, there is little public support, and it is often run by the families of people with disabilities and volunteers in the community. Since the first such facility was opened in Nagoya, Aichi Prefecture in 1969, the number of such facilities has increased all over the country, and in 1977, 16 cooperative workshops formed the National Association of Cooperative Workshops, a national organization.
