Joint Debt Purchasing Organization - Kyodosaikenkaitorikiko
A joint stock company that purchases real estate secured loans from financial institutions in order to facilitate the disposal of bad loans by financial institutions. It was established in January 1993 with joint investment from private financial institutions (162 financial institutions including city banks, long-term credit banks, and trust banks). The financial institutions that invest in the company sell the bad loans secured by real estate to the JCP at the valuation value set by a valuation committee (composed of real estate appraisers, etc.), and are allowed to write off the difference between the sale price and the book value as a tax-free expense. In addition, bad loans secured by real estate held by non-banks affiliated with financial institutions can be brought to the JCP via the financial institution. However, if the JCP is unable to dispose of the loans, the financial institution that sold the loans is obligated to cover the loss. The JCP aims to dispose of the collateral real estate it purchases, as well as to revitalize the sluggish land transactions. By March 2001, the purchase price was 5.8 trillion yen (loans amounting to 15.4 trillion yen) and the recovery amount was 4.7 trillion yen, after which the purchase was stopped (at this point a loss of 9.5 trillion yen was recorded). → Problem of disposal of bad loans

金融機関の不良債権処理を円滑に進める目的で,金融機関から不動産担保付の債権を買い取る株式会社。民間金融機関(都市銀行,長期信用銀行,信託銀行など162の金融機関)の共同出資で1993年1月に設立。 出資している金融機関は,不動産担保付不良債権を価格判定委員会(不動産鑑定士などで構成)の評価額で共同債権買取機構へ売却し,売却額と簿価との差額について無税で損金処理が認められている。また金融機関の系列ノンバンクなどが保有する不動産担保付不良債権についても,当該金融機関経由で共同債権買取機構へ持ち込むことができる。しかし,債権を売却した金融機関は共同債権買取機構がその債権を処分できない場合,そのロスを負担する義務を負っている。同機構は,買い取った担保不動産を処理するとともに,低迷する土地取引の活性化をねらいとする。2001年3月までに,買取価額5.8兆円(債権額15.4兆円),回収額4.7兆円を実現し,以後は買取りを停止(この時点で9.5兆円の損失を計上)。→不良債権処理問題
