…In Japan, the first utility tunnel was a 270m long, 2.7m wide, 2.1m high reinforced concrete tunnel (Kudansaka Utility Tunnel) built in Kudanzaka, Chiyoda-ku, Tokyo in 1927 as part of the reconstruction work after the Great Kanto Earthquake. It contained pipes and cables for water, gas, sewage, electricity, and telephones, and is still in use today as it was when it was built. In Japan, the number of cars increased, and the excavation of roads for construction work was exacerbating traffic congestion in cities, so the construction of utility tunnels was promoted, and the Law on Special Measures Concerning the Construction of Utility Tunnel was enacted in 1988. As a result, utility tunnels, which had previously been treated as road-use structures and road-occupying properties under the law, were treated as road accessories, and the road administrator became the constructor of the utility tunnel and coordinated the plans between public utility companies, and the public utility companies' cost burden and management responsibility were clarified. …

…日本では,関東大震災の復興事業の一環として1927年東京都千代田区九段坂に建設された長さ約270m,内法幅2.7m,高さ2.1mの鉄筋コンクリート製の共同溝(九段坂共同溝)が最初で,これには水道,ガス,下水,電力,電話の管やケーブルが収容され,現在でも建設当時のままで使用されている。日本では,その後自動車の増加による都市内交通渋滞に埋設工事による道路の掘返しが拍車をかけていることから共同溝の整備が図られ,63年〈共同溝の整備等に関する特別措置法〉が制定された。これに伴って,従来法的には道路兼用工作物および道路占用物件として扱われていた共同溝が,道路付属物として扱われることとなり,道路管理者が共同溝の建設者になって公益事業者間の計画の調整を行うとともに,公益事業者の費用負担,管理責任の明確化も図られるようになった。…
