In the 19th century, the German states began modern reforms under the influence of the French Revolution, and in the process, attempts were made to separate the administrative and judicial functions in order to carry out the modern reforms smoothly. In the southwestern German states, a judicial system run by administrative agencies for administrative cases, that is, the so-called "administrative justice Verwaltungsrechtspflege," was formed, imitating the French system. In contrast, in Prussia, where reforms were led by Stein and Hardenberg (see the entry on "Prussian Reforms"), a series of laws not only eliminated the jurisdiction of the judicial courts in administrative cases, but also did not establish a system of administrative justice, and only the administrative appeal system was retained. *Some explanations of terms that refer to "administrative justice" are listed below.
