Born on March 10, 1621 (Genna 5). In June 1631 (Kan'ei 14), his uncle Kyogoku Tadataka (Lord of Matsue Domain, Izumo) died without an heir, and the Kyogoku family became extinct. In December of the same year, he became Lord of Tatsuno Domain in Harima (Hyogo Prefecture) and restored the family. In 1660 (Manji 1), he was transferred to another domain and became the first head of the Kyogoku family to become Lord of Marugame Domain in Sanuki (Kagawa Prefecture).
