A group that lived in Awazu and Hashimoto (present-day Otsu City) in Omi Province, and belonged to the Imperial Court's Naizenshi, whose duty it was to provide food tributes to the Emperor. It is said that it originated in the late Heian period, and was a reorganization of the existing Niebito (official offerings) when the Imperial land, Mikuriya, was turned into a manor. In 1274 (Bun'ei 11), they advanced into Rokkaku-cho, Kyoto, where they operated four stores and began selling fish and shellfish such as carp, crucian carp, and crucian carp sushi from Lake Biwa (Rokkaku Kuonin). They were fishermen and merchants who advanced into other regions at an early stage, and were exempt from all court duties and obtained the right of free passage between the various provinces. 近江の粟津・橋本(現,大津市)に居住し,朝廷の内膳司に属して天皇の膳部の食品貢納を任務とした集団。平安後期に淵源し,皇室料地である御厨(みくりや)の荘園化によって従来の贄人(にえびと)が再組織されたものといわれる。1274年(文永11)には京都の六角町に進出して,店舗4軒を経営し,琵琶湖産のコイ,フナ,フナずしなど魚介類の販売を始めていた(六角供御人)。彼らは漁民であると同時に商人として他郷に早くから進出し,公家役のいっさいを免除されるとともに,諸国往来の自由通行権をも獲得した。
