A group that lived in Awazu and Hashimoto (present-day Otsu City) in Omi Province, and belonged to the Imperial Court's Naizenshi, whose duty it was to provide food tributes to the Emperor. It is said that it originated in the late Heian period, and was a reorganization of the existing Niebito (official offerings) when the Imperial land, Mikuriya, was turned into a manor. In 1274 (Bun'ei 11), they advanced into Rokkaku-cho, Kyoto, where they operated four stores and began selling fish and shellfish such as carp, crucian carp, and crucian carp sushi from Lake Biwa (Rokkaku Kuonin). They were fishermen and merchants who advanced into other regions at an early stage, and were exempt from all court duties and obtained the right of free passage between the various provinces.
