...It has an elevation of 31m, an average annual temperature of 11.3°C, and an average annual precipitation of 385mm. In Greek times it was called Tomis or Tomi, in Roman and Byzantine times it was called Constantiana, and in Ottoman times it was called Küstence. According to legend, the Greek hero Thomos migrated from Asia Minor and founded the city of Tomis.
