Slow-walk tactics
A parliamentary tactic to prolong voting time in order to disrupt proceedings. It was named after the slow, slow process in which members of parliament, whose names are called, move to the ballot box and cast their vote. It is used to delay the agenda as much as possible and aim to have the bill scrapped by running out of time. In Japan, where there is no time limit for voting, it is often used as an effective means of resistance by minority opposition parties, and there have been cases where voting alone took more than eight hours. However, there are two opinions regarding such filibustering: one sees it as a sacred and peaceful means of resistance by minority parties, and the other that it weakens the function of parliament and undermines public trust in parliament. In recent years, the latter opinion has become more prevalent. For this reason, in the vote on the PKO (→Peacekeeping Operations) Cooperation Act in the House of Representatives in 1992, the Speaker exercised his right to organize proceedings and limited the voting time.

議事を妨害する目的で採決に長時間を費やさせる議会戦術。記名投票にあたり,呼名された議員が牛の歩みのようにゆっくりと時間をかけて投票箱まで進み投票を行うため,この名がついた。議事日程をできるかぎり遅らせ,時間切れで廃案を目指す目的で用いられる。投票に制限時間が特別に設けられていない日本では,少数野党の有効な抵抗手段として多用され,投票だけに8時間以上かかった事例もある。しかしこのような議事妨害に対し,少数派の神聖で平和的な抵抗手段とみる意見と,議会機能を低下させ議会に対する国民の信頼をそこなうという意見があるが,近年では後者の意見が有力である。そのため 1992年の PKO (→平和維持活動 ) 協力法の衆議院における採決では,議長が議事整理権を行使し,投票時間に制限を加えた。
