A formal agreement between nations. It is generally used as an arrangement that amends or supplements an established treaty. For example, the 1924 Geneva Protocol for the Peaceful Settlement of International Disputes, which was not ratified. It can also be used for an agreement that accompanies a treaty or statute, such as the 1920 Protocol for the Signing of the Statute of the Permanent Court of International Justice.
