The objective of the treaty is to achieve maximum sustainable productivity of the North Pacific fur seal resource (to bring the total population to a level at which the maximum catch can be obtained each year and maintain it). To this end, commercial capture of fur seals in the seas north of 30 degrees north latitude is prohibited, and the North Pacific Fur Seal Commission has been established to conduct resource surveys. The main roles of the Commission are (1) to conduct resource surveys in order to study whether the objectives of the treaty have been achieved, and (2) to study whether sea-based hunting should be permitted under certain conditions in relation to land-based hunting based on (1), and to make recommendations based on the results of the study.
