...In 1921, Veblen published a pamphlet called "The Engineer and the Price System," arguing that the power to manage the entire industry should be transferred from the hands of businessmen who were only interested in selfish short-term profits to the hands of engineers who were efficient and rational in their thinking, who were hardworking, and who valued the interests of the whole. Veblen argued that it was engineers, not the working class, who could be truly revolutionary in social reform, and that engineers with a "class consciousness" should unite, form "soviet engineers," and seize power. However, it took the Great Depression that began in 1929 for technocracy to become a popular idea. ...
