Legal scholar. Born in the Nanbu clan. Studied in the United States as one of the first students sent abroad from Tokyo Kaisei School. After returning to Japan, he became a professor at the University of Tokyo and worked for the Ministry of Justice, researching and drafting legal codes. 法学者。南部藩出身。東京開成学校第一回遣外学生としてアメリカに留学。帰国後、東京大学教授となり、司法省に出仕して法典の調査、立案に尽力。のち、英吉利法律学校(のちの中央大学)の創立に参画し、初代学長に就任。安政元~明治四五年(一八五四‐一九一二)
