…The Industrial Bank of Japan was the one that rescued the Agricultural and Industrial Banks. The struggling Agricultural and Industrial Banks had become increasingly dependent on the Industrial Bank, but based on the Industrial Bank Merger Law (officially called the "Merger of the Industrial Bank of Japan and the Industrial Bank of Japan") promulgated in April 1946, 19 Agricultural and Industrial Banks merged with the Industrial Banks between 1946 and 1943, and eight between 1952 and 1955, allowing the Industrial Banks to expand their scale of operations.

With the outbreak of the Sino-Japanese War, wartime controls were imposed on banks and other financial institutions.

...In addition, through an agency lending system in which loans were made through each prefecture's agricultural and industrial banks, the bank gradually came under its control. In 1921, the Law Concerning the Merger of the Industrial Bank of Japan and the Industrial Bank of Japan (the Industrial Bank of Japan Merger Law) was enacted, and by 1923, 19 industrial and agricultural banks had merged, and by 1944, all 46 prefectural agricultural and industrial banks had been merged in four stages. During the depression of the 1920s, the Industrial Bank of Japan acted as an intermediary for rescue loans funded by the Deposit Department (now the Fund Management Department) of the Ministry of Finance.

...During the economic boom following World War I, agricultural and industrial banks emerged that were able to overcome their capital shortages and become independent, but on the other hand, there were also agricultural and industrial banks that could not overcome their capital shortages, and the gap widened. In 1921, the Act on the Merger of the Industrial Bank of Japan and the Industrial Bank of Japan (the Industrial Bank Merger Law) was enacted, and between 1921 and 1923, 19 agricultural and industrial banks were merged into the Industrial Bank of Japan (the first merger). In 1923, the Central Bank of the Industrial Cooperatives was established, and the functions of the Industrial Cooperatives' central bank, the Industrial Bank of Japan, were transferred to it.
