It was established in April 1919 (Imperial Ordinance No. 94, 1919) to administer the Kwantung Leased Territory and the South Manchuria Railway Territories, abolishing the previous military government organization, the Kwantung Government Headquarters. It was headed by the Governor of Kwantung, who was supervised by the Prime Minister (foreign affairs were handled by the Minister of Foreign Affairs), and was composed of the Governor's Secretariat, a Department of Domestic Affairs, and a Department of Foreign Affairs. The Kwantung Leased Territory was divided into ten regions, each with its own Civil Affairs Office (at the time of its establishment). If an army military officer was appointed Governor of Kwantung, he could also serve as the commander of the Kwantung Army. It was abolished two years after the establishment of Manchukuo (1934), when the Kwantung Bureau was established within the Japanese Embassy in Manchukuo.
