It was established in April 1919 (Imperial Ordinance No. 94, 1919) to administer the Kwantung Leased Territory and the South Manchuria Railway Territories, abolishing the previous military government organization, the Kwantung Government Headquarters. It was headed by the Governor of Kwantung, who was supervised by the Prime Minister (foreign affairs were handled by the Minister of Foreign Affairs), and was composed of the Governor's Secretariat, a Department of Domestic Affairs, and a Department of Foreign Affairs. The Kwantung Leased Territory was divided into ten regions, each with its own Civil Affairs Office (at the time of its establishment). If an army military officer was appointed Governor of Kwantung, he could also serve as the commander of the Kwantung Army. It was abolished two years after the establishment of Manchukuo (1934), when the Kwantung Bureau was established within the Japanese Embassy in Manchukuo. 関東州および満鉄付属地の施政のため従前の軍政機関である関東都督府を廃し 1919年4月設置 (大正8年勅令 94号) 。内閣総理大臣の監督 (渉外事項は外務大臣) を受ける関東長官をその長とし,長官官房,内政部,外事部から構成され,また関東州を 10分しおのおのに民政署がおかれた (設置当初) 。陸軍武官が関東長官に任命された場合には関東軍司令官を兼ねることができた。満州国の成立の翌々年 (1934) 在満大使館内に関東局が設置されたのに伴い廃止。
