Indirect expenses

A certain percentage of direct expenses (university financial resources) is allocated to cover various expenses incurred by a research institution when a researcher obtains competitive funding and conducts research, to improve the research environment of the researcher, and to improve the overall function of the research institution. In general, direct expenses are not permitted to be used for research projects, but are instead intended to cover administrative expenses other than those, i.e., facility management, equipment maintenance and operation costs, supplies and consumables costs, honoraria, travel expenses, communication and transportation costs, utility costs, costs for research applications such as patent application costs, and employment costs for administrative assistants. For example, the amount of grants-in-aid for scientific research was 50.7 billion yen in 2013. As operating expenses grants and ordinary expenses subsidies for private universities are being reduced, this has become one of the important sources of funding for universities, thanks to its flexible use.

研究者が競争的資金を獲得し，その研究を行うに当たり研究機関において発生する，さまざまな費用や獲得者の研究環境の改善，研究機関全体の機能の向上などを目的として，直接経費（大学財源）の一定割合が措置されるもの。一般的に，直接経費の対象となっている研究課題遂行のための研究費としては利用が認められておらず，それらを除く管理経費，すなわち施設管理，設備整備・維持および運営費，備品・消耗品費，謝金，旅費，通信運搬費，光熱水費，特許出願費用などの研究の応用等のための費用，事務補助者の雇用経費などが想定されている。科学研究費補助金を例にすれば，2013年（平成25）の助成額は507億円となっている。運営費交付金や私立大学等経常費補助金が削減されるなか，弾力的な使途もあいまって，大学にとって重要な財源の一つとなってきている。
