[current situation]
Before World War II, the Ministry of Finance was established by imperial decree under the Emperor's prerogative (Article 10 of the Meiji Constitution), but after the war it was established under the National Administrative Organization Act, and its organization and authority are stipulated in the Ministry of Finance Establishment Act (1949). As of 1997, the internal organization of the Ministry of Finance consists of one office and seven bureaus: the Minister's Secretariat, the Budget Bureau, the Tax Bureau, the Customs Bureau, the Financial Bureau, the Securities Bureau, the Banking Bureau, and the International Finance Bureau. The Budget Bureau is responsible for compiling the national revenue and expenditure budget, controlling the execution of the budget, preparing the accounts, setting up the budget, planning, drafting, and unifying the accounting system.
