Kan'ei Regional Reform - Kan'ei no Jikata Naoshi

...The local reforms in 1633 (Kan'ei 10) and 1697 (Genroku 10) were famous and large-scale. In the Kan'ei local reforms, on February 7, 1633, all Shoinban, Onohataban (pages), and Oban officers with stipends of 1,000 koku or less were given an additional 200 koku each, and those who had previously been given storehouse rice were given 200 koku each in return for their fiefs. The implementation of these local reforms relieved the poverty of the hatamoto, and at the same time, this total increase was closely related to the establishment of the military service system for the Sanbanshi, which was established in the same year.
